My friend told me that gangsters originated in California. Is that true?

He told me that Gangsters and gangs originated in California. He also told me that 90% of California is ghetto. At first I did not believe him, but he convinced me to sorta believe him is he tell the truth? And I live in Florida. So i don`t know much about California.
